Melinda Baird - Federal Perspective Session

Melinda Baird is an attorney in private practice who has worked in the field of Special Education Law since 1985.  She exclusively represents school systems in special education matters pursuant to the Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act of 1973, and related laws.  Ms. Baird is also the President of Melinda Baird Training, L.L.C., a company providing specialized, on-site professional development courses to school agencies on various topics in education law.  Throughout her career, Melinda has conducted hundreds of national, state, and local presentations on special education law, bringing her unique style of humor, practicality, and in-depth analysis to thousands of educators, administrators, attorneys, and parents.

Andrew Kulcak


Andrew Kulcak - Student Success Story

Andrew is a senior at Needville High School in Needville ISD, the largest district member of the Greater Gulf Coast Cooperative.  Andrew is in all honors classes at Needville and is currently ranked 3rd in his class of 155.  He is also a valuable member of the Needville High School Band, earning honors at the region, area, and state levels.  He plays both the saxophone and the piano.  Andrew also happens to be completely blind.  He is very proficient at Braille, and uses technology to far surpass classroom expectations on assignments.  He is smart, funny, and an excellent public speaker.  He has gone to Austin and visited with congressmen on Capitol Hill.  Andrew is very active in the St. Michael’s Catholic Church Youth Ministry, serving as Spiritual Chairman.   He has served as an acolyte and a lector and has many hours of volunteer service.  Andrew is currently touring colleges and making big plans for his future.
